Surrendering plates not in use
Apr 23, 2015 We apparently never returned our NY plates after moving from Brooklyn to NJ in 2000. The only reason we know this is that my husband went to get his CA license a month ago and after doing all the paperwork and waiting for 2 hours he was rejected because of 'something to do with the NYS DMV' and he wouldn't be able to get a driver's license in. License plates must be returned to the New Jersey Motor Vehicle Commission (MVC) when a car is sold but plates aren't transferred, when a car is donated to charity, when moving out of state and when the car is not driven for a significant amount of time. Damaged license plates also must be surrendered to the MVC, and new ones must then be obtained.
If you have New Jersey plates that are not in use, you have two options.
- Visit a motor vehicle agencyto surrender the plates.
- If you visit a motor vehicle agency to surrender plates no longer in use, please advise agency staff located at the greeter desk to assist you.
- The MVC does not accept out-of-state plates. License plates from other states must be returned to the state that issued the plates.
- License plates cannot be surrendered at Inspection Stations.
- Note: Make sure you receive a receipt. It will serve as proof that the plates were surrendered; in the event that charges are wrongfully acquired on them.

Reporting lost or stolen plates
For a vehicle currently in use
- If your plates were stolen, a report should be filed with local police and that report should be brought into the agency with you.
- If one or both of your plates were stolen or lost, you must visit a motor vehicle agency to obtain a replacement(s).
- At the agency, you will need to complete a Vehicle Registration/Plate Status (Form BA-1 found only at motor vehicle agencies), to report the plates as lost or stolen. This form marks the verification status.
- Save the verification in a safe place as proof that you notified the MVC.
For a vehicle no longer owned by you

- Submit the application with a copy of your registration and a check or money order for $11 to the address on the application, or use return envelope if provided.
- Duplicate plates will be sent to you through the mail in approximately 10 - 12 weeks.

So I just got a new car today from a dealership and traded in my old car to them (for them to sell at auction). They removed my old plates and gave them to me. The official MVC website says, 'If you have New Jersey plates that are not in use you must surrender them to the MVC for cancellation.' But they don't say what happens when you don't surrender them. I'd like to keep them as a memento since they're from my first car, but looking online, apparently they can suspend your license if you don't turn them in. Anyone know if this is really the case?
